Running off the bridge while mounted or sprinted and using engineering glider cape or slowfall of some sort, aim for the cliff to the left of the far side of the broken bridge, you can run up that cliff and into the sanctuary.

To get to the area where Ordos is just go to the part of the bridge on the Timeless isle that is broken. As long as you have the legendary cloak on one of your characters you will be pulled across. Stack on other players unless you have Burning Soul- then run out of the group. Upon his death, be sure to leave quickly.

Find Ku-Mo in the south east corner of the Celestial Court. Then buy the Golden Glider (5 charges) for 1000 Timeless Coins. After that, run up the road to the broken bridge, run to the gap, click the glider in your bags & glide safely to the other side!

I found a way to hop over to Ordon Sanctuary and loot the 100% 535 item without the legendary cloack. Simply glide over to the left when you are facing the bridge gap, then go on the backside of the Sanctuary. There is little opening on the back, go in and loot the chest.
Can you be summoned to Ordon without a cloak?
I know that you can be summoned to the Ordon platform without a cloak, but everywhere else but that platform will boot you off. If the main villain of Shadowlands was Denathrius I would totally buy the “mastermind behing everything” plot just for how charismatic he was.
