Two Facebook Pages can be merged only if the following criteria apply:

  1. The Pages are on the same topic.
  2. The Pages have similar names and represent the same thing.
  3. The Pages have the same admin.
  4. If the Pages are associated with a physical address that location must be the same for both Pages.
